The main thing about Phoebus is that it is pretty much the first viable and even good anchorage entering the Chesapeake from sea, and it even has some historic and practical interest (groceries nearby and a good restaurant).
It's not large, but the four times I have been there it has been no problem to find space, allowing 10 to 20 boats without crowding. The holding is good, but you should pay attention to the cable marked in the charts as well as a shallow area in the middle of the area. I have indicated good wind protection from the NW to SE, but the massive bridge to the W and SW also give fairly good protection and reduce any significant swell from the limited fetch in that direction.
There is a marina there, but I have no information about eventual guest spaces. The gates are in principle locked, but at least the one near the good restaurant at the harbor entrance was easily opened anyway. Otherwise, one can beach a dinghy by the restaurant near the entrance, alternatively go under the bridge to the NE end of the area to a good dinghy dock from which it is a short walk to the quaint town with a grocery store and some restaurants and shops.
The area has some historic interest, and the fort nearby has free guided tours that are worth the time.
